Work Packages

WP1: Analysis | Month 1 – Month 6

WP1 provides a base for further WPs supplementing existing information on:

  • TT practices (with a a focus on the water sector
  • Inventory of the existing knowledge in water technologies;
  • Training needs to tailor modules in WP2;
  • Key stakeholders from the business and governmenatl sides at national level (Chambers of Commerce, Associations of enterprises, Governmental bodies, etc.) which will be in different activities during the life of the project.

Four strands of activities (Act.) will take place: Development of a research methodology (Act. 1.1.1) to examine practices, research by PCs members of the consortium (Act. 1.1.2), On-site visits and Research (Act. 1.1.3) - with the support of the EU coordinating partner - and development of an analysis guide and results (Act. 1.1.4). As result there will be one deliverable (D1.1) coming from these 4 activities: "Report on water sector technology transfer and innovation in Morocco".

Methodology: Research via analysis of questionnaires, interviews and on-site visits.

WP2: Capacity building | Month 7 – Month 13

The objective is to crate a Sustainable Know-how potential technology transfer and innovation, with a clear focus on the water sector.

WP2 builds on WP1 input for capacity building of Human Resources via targeted training measures. Training modules will provide relevant know-how in preparation for modernizing different aspects of TT systems. Specifically, activities will be:

  • Preparation & delivery of 5 training classroom-based modules (Act. 2.1.1) including topics such as Implementing measures to support innovation and TT (Module 1), Technology Audits in the water sector (Module 2), Promoting Research Cooperation with enterprises & participation in international projects in the water topic (Module 3), Technology Transfer & Entrepreneurship (Module 4), Training in the EU (Module 5).

Modules include PowerPoint files & manuals (D2.1). Training seminars themselves & are held at consortium level. Last module will be a completely practical training provided by the EU partners. All seminars will follow a strict quality assessment, which will be gathered in Participants feedback and questionnaires reports (D2.2).

Methodology: Pedagogical approach: modules will have interactive dynamic to encourage participation. Modules will include experience-sharing & good practice. All modules are tailor-made based on needs & ratified prior to use. Module 4 (Practical training) will include on-site development of skills in EU TT offices.

WP3: Redefinition of services | Month 13 – Month 18

WP3 enhances technical capacities alongside human resources building in WP2, together with upgrading of IT infrastructure and creating complementarity with the national context. This is mainly centred on the following activities:

  • Needs analysis (Act 3.1.1): at this stage of the project PCs HEIs will be able to assess clearly their needs with regards: a) equipment; b) gaps in the services provided via a benchmarking exercise;
  • Equipment purchase (Act 3.1.2). Following the prior analysis IT equipment shall be purchased where necessary & software systems adapted
  • Updating/improving services (Act 3.2.1), based also on the analysis developed in WP1 (analysis)
  • Strategic national meeting (Act 3.3.1), where the main national stakeholder will be invited (data coming from WP1. Analysis) with the objective of aligning the strategy of the project – with regards the expected services from the HEIs - with the national strategy and demands, in this specific context.

Deliverables from these activities will be the following:

  • Identification of necessary equipment and service gaps report (D3.1)
  • Roadmaps for PCs HEIs with regards the services that should be created or improved until the end of the project (D3.2);
  • Blueprint for Moroccan HEIs TT services in the field of water (D3.3). This will be a document which will align the specific strategy for improving the services in TT at Morocco universities, with the national demands from the different stakeholders (government, business sector, etc.).

Methodology: For the need analysis a benchmarking was chosen as it is a tool for self-evaluation & comparison. Guidelines for benchmarking exercise will be provided by the EU partner coordinating this specific WP. The Strategic National meeting will be the first activity with the objective of including the main stakeholders in the project (extended in the next WP). This will promote a feeling of ownership for all project results and their more likely acceptance.

WP4: National Water TT Network | Month 18 – Month 36

WP4 will create stakeholder interaction & debate. Sustainability is built on this WP and WP6 (Dissemination) as top-level stakeholders get involved & interest is provoked in the subject area. More specifically:

  • Creation of a dedicated network (name to be decided) for stakeholders (Act. 4.1.1) to act as a collective. A formal strategy will be developed with the objective of the network extension in the whole country;
  • Development of a web portal (Act. 4.2.1) with technology offers and demands in the water sector, and with mechanisms for brokering activities;
  • Regional roundtables with government & other stakeholders (Act. 4.31) provoking debate & exchange. This involves development of agendas, promotion & implementing roundtables (D4.3).
  • Organization of National Brokering events (2, Act 4.4.1) to align supply and demand in water TT, and to promote the web portal (D4.2) and the network itself (D4.1) as key tools for HEIs and the business sector.

Methodology: Policy & stakeholder involvement has been planned according to the Power/interest Matrix, which states that certain stakeholders are able to implement or promote change, according to the degree of power / interest they hold. Top-level stakeholders must be given adequate platforms for participation & to be "convinced" of the validity of the project actions & recommendations. Furthermore, formal networks (such as this initiative) are recognized as useful catalysts for lower-level exchange, & provide a collective voice for grassroots to interact with high-level stakeholders, such as government.

WP5: Quality Plan | Month 1 – Month 36

WP5 will provide quality assurance to the action to mediate quality of the outputs & also gather unbiased opinions for improvement where needed. This consists of:

  • Quality Board (QB) of 1 member of each HEI (Act. 5.1.1). QB is responsible for monitoring, providing feedback, & preparing reports to the coordinator. Expected deliverable (D5.1) are periodical reports (2 per year) of achievement of objectives (Quality Board reports)
  • External feedback via mechanisms, e.g. questionnaires, inter-project coaching (Act. 5.1.2). This will involve collecting & synthesizing feedback received from externals in events (trainings, roundtables, conferences). Deliverable (5.2) are the External Monitoring Reports with the expected high quality of results.

Methodology: Although quality control is inherent through all WPs, it is important to establish a specific structure for internal quality management, & ensure that external opinion is collected & processed. Both elements are incorporated here.

WP6: Dissemination | Month 1 – Month 36

WP6 is externally focused & has a clear strategy for optimal diffusion. Dissemination is mainly built into prior WPs (e.g. strategic national meeting, roundtables, national brokering events, etc.). WP6 exists to provide strategy & tools for communication. Specifically via:

  • Dissemination plan & package (D6.1).
  • Information meetings feedbacks with other Moroccan HEIs (D6.2).
  • Final Conference report (D6.3).

Methodology: A more detailed explanation of dissemination strategy is covered in section E.4. However, to support actions in other WPs a set of standard documents (logo, templates, web) is made available for use in daily & opportune promotional work.

WP7: Management | Month 1 – Month 36

WP7 is Project Management as a whole. This involves setting the management structure (project management board and coordination meetings), formal reporting and other day-to-day actions. Expected deliverables include successful completion of the action (D7.1) and reporting (D7.2).

Methodology: The structure has been conceived to be highly participative to ensure flowing coordination and successful partnership.
